Reporting to the Manager, Green Lane Landfill Operations, the Senior Engineer will provide project management, contract administration, and technical expertise to support the planning and execution of short- and long-term complex projects at Green Lane Landfill.
Major Responsibilities:
• Develops, reviews, and implements detailed projects and studies, and makes recommendations regarding program specific requirements, such as Site operation and development.
• Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
• Conducts research into the assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
• Participates in the preparation of capital and operational budgets. Deals with complex cost-sharing arrangements for the construction of municipal infrastructure and ensures that the project expenditures are controlled and maintained within approved budget limitations.
• Manages assigned projects from inception to completion. Assesses funding, schedule, scope requirements, fully defines project deliverables and manages change conditions. Ensures effective teamwork, communication, manages stakeholder expectations, high standards of work quality, organizational performance, documentation and continuous learning.
• Leads multi-disciplinary project teams and supervises/directs other staff, professional engineers, technical personnel, contractors and consultants.
• Coordinates the approvals process for new facilities and operations in accordance with provincial legislation and other external agencies
• Prepares, reviews and advises on studies, plans, specifications and designs, and prepares studies and reports all with respect to the construction and/or modification of Solid Waste Management Services systems and infrastructure
• Provides technical expertise, contract and project management skills, controlling time, scope, budget and operational impacts of projects within the team.
• Builds, maintains and ensures positive working relations, including all correspondence with stakeholders, consultants, contractors and government authorities associated with assigned projects.
• Effectively gathers relevant information and performs analysis on a wide range of data and issues, often of a high profile and sensitive nature, and in consultation with Senior Management team members as appropriate.
• Works with Purchasing, Technical Services and Legal Services Divisions to develop Request for Proposals and/or Tender documents to procure contracts for goods, capital works or services, evaluates responses and makes recommendations for award of contracts. Assists in the negotiation and execution of contracts and service agreements.
• Reviews and supervises consultants and/or contractor’s work-progress and performance as it relates to the delivery of various Site projects to ensure adherence to schedule, funding and project scope. Finalizes contract payment and implements quality control/quality assurance.
• Provides timely input through the design development stage to ensure that project objectives are achieved.
• Prepares necessary reports, briefing notes and related presentation materials to Senior Management, Committee or Council for various projects within the Unit
• Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks
• Meets regularly with consultants, contractors and Divisional staff to ensure compliance with project scope, time and cost.
• Prepares or reviews, and advises on, studies, plans, specifications, design drawings and construction tenders regarding the construction and/or modification of Site systems and infrastructure.
• Ensures compliance with the Environmental Protection Act (EPA) and all other related provincial regulations and corporate and divisional standards and procedures.
• Develops and negotiates project changes involving time, scope and budget, and documentation to ensure the effective delivery of project goals.
• Manages change and risk in relation to projects.
• Establishes and maintains linkages to other units in the City to co-ordinate input and ensure effective partnership.
• Assists in the coordination and implementation of strategic plans and initiatives.
• Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
• Analyzes the continuous improvement and control measures for quality, efficiency and effectiveness of services and formulates recommendations. Reviews and analyzes new
• technologies for utilization in existing or future service requirements. Conducts technical problem investigations and participates in conducting studies, analysis, surveys, research and development for effective solution of complex engineering problems
• Conducts advanced research studies and works with the academic community and industry to drive innovative projects.
• Represents the Unit at meetings with Committees, staff from other Divisions, agencies, community and special interest groups and other stakeholders.; attends project related community consultation meetings as required.
• Coordinates high-level project management of the Unit’s work plans and triages time sensitive items for review
• Support special projects requiring multiple unit coordination or multi-divisional coordination as needed
Key Qualifications:
1. Post-secondary education in Environmental, Chemical, Civil, Mechanical or Structural Engineering or an equivalent combination of education and technical experience.
2. Must be a qualified engineer as defined by the Professional Engineers of Ontario.
3. Extensive experience in municipal engineering as it relates to the implementation, operation and maintenance of waste management facilities and programs and practices related to the design, construction, operation and maintenance of major infrastructure facilities.
4. Considerable experience in team lead capacity with a track record of innovative and result oriented leadership, ability to promote and foster teamwork, manage change, supervise/coach staff to enhance their development, and establish an environment for success.
5. Comprehensive knowledge of the Environmental Protection Act and Regulations, Occupational Health and Safety Act, Construction Act, and other relevant Municipal, Provincial, and Federal codes, bylaws, and regulations
6. Considerable experience in the areas of service delivery, project and financial management including preparing and monitoring capital works budgets.
7. Knowledge of the planning and execution of capital projects in a municipal context.
8. Ability to develop short- and long-term strategies and plans to ensure cost effective waste management service delivery.
9. Must possess a valid Province of Ontario Class “G” Driver’s License and qualify for a City Work Permit, to travel to various locations
10. Possession of PMP certification from the Project Management Institute (PMI) would be an asset.
11. Ability to plan, lead and manage multi-disciplinary projects of various scope with tight deadlines and provide work direction to contractors and consultants.
12. Excellent communication (oral and written), problem-solving, analytical, and interpersonal skills and ability to interact effectively with all levels of the organization and to forge solid internal and external relations.
13. Ability to identify and/or create opportunities for involvement with initiatives and practices that promote inclusion of equity-seeking groups.

A Qualified List of candidates will be established in the Solid Waste Management Services Division and will be in effect for 24 months from the date the list is created. Qualified candidates on the list may be considered when filling future permanent and/or temporary vacancies in this position.
