POSITION SUMMARY
The Project Manager (PM) is accountable for project lifecycle management, from inception to implementation for various initiatives including infrastructure, development, and capital projects. The PM uses standardized frameworks to bring efficiency, engagement and transparency through various stages of projects including scoping, planning, executing, and delivering projects on time, within budget, and in accordance with specifications and outcomes. Working both in the field and within an office environment, the Project Manager will engage in feasibility discussions, define project requirements and scope, acquire resources, oversee work sites and guide/organize cross-functional team efforts and reporting.
DUTIES & RESPONSIBILITIES
•Establishes standardized methodologies for project management in order to build efficiency, collaboration and transparency. This involves duties such as identifying and implementing technology and tools, communicating requirements of project phases, critical paths and working with staff to ensure steps and actions are undertaken in line with project deliverables.
•Ensures project stakeholders are informed and understand project requirements and status through efforts that include conducting project communication meetings, delivering presentations and analysis and maintaining project documentation.
•Provides coordination for all phases of projects by performing duties that include drawing on subject matter experts, internal and external resources and partners to develop project analysis, scope, costs, schedule and quality of deliverables.
•Oversees construction and infrastructure projects by performing duties such as liaising with contractors, monitoring work sites, enforcing contract timelines, progress and quality standards, identifying any corrective action and escalating matters or technical issues in order to mitigate project risks and protect the best interest of BFN.
•Facilitates completion of deliverables and phases through such activities as defining and ensuring project resource requirements are identified and addressed and identifying any areas of concern with lead time that allows for problem resolution.
•Coordinates project team participation and contribution and assists with resolving roadblocks or delays by performing duties that include providing information, scheduling regular meetings, brainstorming solutions and escalating issues when required.
•Ensures project issues and risk mitigation through to resolution are documented, tracked and reported.
•Creates project management methodology and documentation including forms, manuals, reports, data files, and procedures, ensuring that these processes and procedures are visible and adopted.
•Ensures compliance with GAAP strategies, standards, methodologies and best practices.
•Liaises between stakeholders and project team members including Production, Finance, Engineering, Lands, Economic Development and others in order to capture appropriate business processes and reporting and ensure coordination and plan adherence between various entities.
•Ensures that policies and procedures from various functional areas are followed and identifies where omissions or existing processes could be improved.
•Monitors project resources and budgets including contractor management in order to ensure quality, efficiency, integrity and cost effectiveness of project work; this includes contract management, participation in tendering processes and early identification and management of scope changes.
•Participates in efforts to obtain funding for projects and completes reporting requirements such as First Nation Infrastructure Investment reporting and reports for individual projects in order to ensure BFN is in compliance with funding agencies and other stakeholders.
QUALIFICATIONS & EXPERIENCE:
•Post-secondary Degree in Project Management, Civil Engineering or related field
➢ Accreditation in project management is an asset
•3-5 years of experience working on infrastructure and development-related projects (e.g. construction, roads, water, sewer), including project design and implementation, site inspections, safety regulations, supervision and oversight
•Demonstrated experience liaising with multiple levels of government, stakeholders, and the public in the development and delivery of projects
•2 years working with a First Nation community or related organization preferred
KNOWLEDGE SKILLS & ABILITIES:
•Technical knowledge in civil engineering, planning, capital works, or related fields
•Knowledge of environmental management theories and principles
•Demonstrated success in project delivery and employment of project management methods
•Adept at collaborative leadership and motivating others
•Ability to estimate project resource requirements
•Ability to prepare presentations and conduct effective meetings
•Knowledge of financial, accounting, and business practices
•Knowledge of relevant legislation and building codes
•Excellent communicator through various methods and adapt approach based on the audience
•Highly effective negotiation, diplomacy, and conflict resolutions skills
•Strong problem identification, critical thinking and problem resolution skills
•Ability to build and maintain lasting relationships
•Ability to drive a project team to meet goals and objectives
•Demonstrated integrity and high ethical standards
•Knowledge of Indigenous history, culture and territory
