Wage Scale: $103,500.00 – $111,500.00 (under review)

Position Summary
The Manager, Environment Department provides strategic leadership, operational oversight, and technical direction for the North Slave Métis Alliance (NSMA) Environment Department. The role advances the protection and implementation of NSMA’s Aboriginal rights under Section 35 of the Constitution Act, 1982, while supporting environmental stewardship, and regulatory participation, and Indigenous-led economic development.
Reporting directly to the President, the Manager is responsible for department staff, programs, budgets, and external engagement. The position ensures NSMA’s interests are effectively represented in environmental decision-making processes, including regulatory reviews, consultation, and major project development across the North Slave region.

Key Responsibilities
1. Strategic Leadership & Governance
• Lead the Environment, Land, and Natural Resources Department, setting vision, priorities, and annual workplans.
• Provide strategic advice to NSMA leadership on environmental, regulatory, land, natural resources, and rights-based matters.
• Ensure departmental work aligns with NSMA’s mandate and Section 35 rights.
• Represent NSMA in governance forums, advisory bodies, and regulatory processes.
• Lead internal planning, risk management, and continuous improvement.

2. Regulatory Review, Consultation & Rights Implementation
• Oversight of NSMA participation in environmental assessments, land authorizations, land use permits, and water licensing.
• Oversee technical reviews under the Mackenzie Valley Resource Management Act and related frameworks.
• Maintain strong relationships with federal, territorial, Indigenous governments, and regulatory boards.

3. Program & Project Management
• Oversee environmental monitoring, guardianship, and on-the-land programs.
• Lead project planning, implementation, reporting, and evaluation.
• Integrate Traditional Knowledge and community priorities into environmental initiatives.
• Review SOPs, safety protocols, and operational best practices.

4. Financial & Funding Management
• Develop and manage departmental budgets and multi-year financial plans.
• Oversee contribution agreements, grants, and funding proposals.
• Monitor expenditures and ensure compliance with reporting requirements.
• Support long-term financial sustainability and resource planning.

5. Human Resources & Department Management
• Supervise departmental staff, including regulatory, conservation, liaison, and technical roles.
• Lead recruitment, onboarding, performance management, and staff scheduling.
• Provide coaching, mentorship, and professional development opportunities.
• Foster a respectful, culturally grounded, collaborative, and high-performing team environment.
• Build internal capacity through training, knowledge-sharing, and succession planning.

Qualifications and Experience
Education
• Degree or diploma in Engineering, Environmental Science, Natural Resources, Indigenous Governance, or related field.
• Equivalent combination of education and experience will be considered.

Experience
• 5–10+ years of progressive experience in environmental management, regulation, or related field.
• Experience working with Indigenous governments or organizations strongly preferred.
• Experience in:
o Supervising staff or leading multidisciplinary teams
o Budgeting, funding proposals, and contract oversight
o Regulatory and environmental review processes
o Program and project management
o Scientific research, environmental monitoring, and reporting

Knowledge and Skills
• Strong understanding of Section 35 rights and Indigenous governance.
• Knowledge of northern regulatory regimes (e.g., MVRMA, Wildlife Act).
• Experience in consultation, negotiation, and stakeholder engagement.
• Ability to integrate Traditional Knowledge (TK) with western science.
• Strong leadership, organizational, and financial management skills.
• Excellent written and verbal communication skills.
• Proficiency in the full Microsoft Office suite and collaboration tools.

Working Conditions
• Based in Yellowknife, with regular travel throughout the Northwest Territories.
• Frequent fieldwork in remote and outdoor environments.
• Exposure to extreme weather conditions and physically demanding environments.
• Travel via small aircraft, watercraft, and off-road vehicles may be required.

Benefits
• Travel benefit of $3699.80/year added to above annual salary.
• 2 weeks paid vacation in year 1 followed by 3 weeks paid vacation in Year 2
• Pension, health, and dental plan (Northern Employee Benefits Service) following successful completion of a 3-month probation period.
• $50.00/month phone allowance reimbursement.
• $100.00/month health/fitness allowance reimbursement.
• Access to paid training and professional development. Will supply candidates with PPE and field gear including boots and full set of winter clothing to use for duration of employment.

Additional Requirements
• Valid Class 5 Driver’s License.
• Ability to travel and work flexible hours.
• Physical capacity for fieldwork and on-the-land activities.
• Relevant safety certifications considered an asset (e.g. First Aid, wilderness safety).

• Experience in Indigenous or northern governance.
• Experience in resource development or environmental management in the North.
• Graduate degree or professional designation.
• Experience supervising staff and managing multidisciplinary teams.
• Technical field skills and equipment operation experience.
• Valid Pleasure Craft Operator Card (PCOC).
