I. JOB PURPOSE
Creates and implements learning programs and services to support CNO’s Talent Management Strategy; oversees the cultural communications function which supports CNO’s culture and employee engagement.
II. KEY RESPONSIBILITIES
• Establishes and implements legislatively compliant and best / current policies and practices to manage the P&C Operations for:
– Cultural Communications:
• support senior leaders to respond to emerging and urgent issues related to staff experience and organizational culture, using an enterprise-wide perspective; apply issues and crisis management expertise to identify and mitigate cultural risks while developing messaging and tactics for emergent staff-related issues
• lead design and delivery of communication and engagement strategies for leaders and staff to proactively meet organizational needs (i.e., Intranet, One CNO days, CNO Connects, etc); ensure activities or messaging and content reflect and advance organizational culture and promote inclusivity and community; monitor and evaluate engagement and goals of each strategy, identifying corrective action as necessary; support annual communication and staff engagement activities by establishing networks with leaders and considering feedback or input from staff (i.e. via annual Experience Survey)
• work closely with the Communications team to ensure internal and external messaging is aligned where appropriate
• coordinate submission for organizational awards, including working collaboratively across teams to gather content
• oversee employee tenure recognition program
– Learning Programs:
• design, implement and evaluate training programs to support organizational, leadership and job competencies, that demonstrably contribute to enhancing employee performance and career pathing in alignment with team and organizational goals (i.e., publishing an annual L&D calendar)
• as needed, consult and support development of learning strategies and online learning modules related to continuing competence of nurses
• create, coordinate and maintain an enterprise succession planning process in collaboration with organizational leaders and other P&C staff
• create and deliver the employee orientation program, contributing to new staff becoming competent to be successful working with CNO’s organizational culture and in their job
• support implementation of CNO’s change management approach, facilitating leadership confidence to develop change plans and integrating learning and cultural communications
• build partnerships across the organization to deliver learning solutions related to organizational and function needs
• develop, manage and maintain collaborative vendor relationships with learning and development consultants and companies to achieve business objectives
• Applying an enterprise perspective, acts as a collaborative steward to promote CNO’s organizational health; examples include participating in leadership forums or groups, contributing to operational planning, prioritizing, and budgeting processes, and promoting work community / cultural initiatives.
• Identifies policy gaps, deficiencies, and enhancements in relation to Cultural Communications and Learning practices; contributes to the development and implementation of policies and practices supporting the delivery of the team’s function.
• Recommends and monitors the team’s budget, adjusting plans and programs as necessary; proactively identifies budget shortfalls and identifies and implements mitigating strategies.
• Hires, trains, develops and evaluates employees accountable to the Manager in accordance with the policies of CNO and current best practices, building human resource capabilities and capacities.
III. REQUIRED QUALIFICATIONS
Education and Experience
• Completion of an undergraduate degree in business or HR management or an associated field; demonstrated commitment to ongoing professional development.
• Relevant professional and leadership experience in a similar sized organization, which includes transferrable competencies related to:
• responsibility for managing a full learning and development function (including planning, design and delivery of professional development activities), design and delivery of a career pathing program, and delivery of a succession planning program, and
• responsibility for overseeing an internal communications function and writing for awards submissions
• demonstrated success implementing a recognized change management model and providing expertise to effectively support leaders and staff through organizational change

Hiring Range: $159,762.00 – $169,772.00
Full Salary Range: $159,762.00 – $191,714.00
