Join the Client Operations Team, where we make delivering housing affordability solutions easy. You will provide expert technical guidance in the delivery of Funding and Advancing activities under the National Housing Strategy (NHS) and existing Affordable Housing programs. As a lead subject matter expert in construction financing, you will help to ensure that housing projects are successfully completed and that funding during construction is provided within CMHC’s risk appetite. You will ensure the Financing Operations teams are aligned with other CMHC operations, including Multi-Unit Underwriting, Legal, Treasury, Loan Administration and Agreements Management. You will also help make delivering housing affordability solutions easy, by recommending innovative solutions, remaining focused on the client experience and managing risks to CMHC appropriately.

Responsibilities:Â
Â
Provides input and technical expertise to lending operations in the development of policy enhancements for Affordable Housing, NHS programs and legacy programs.
Provides risk assessments and guidance on policy exceptions with regards to loan management and project construction monitoring and provides recommendations for action, taking into account precedents the solution can set for future programs.
Identifies sources of risk, gaps and deficiencies in controls with respect to lending and proposes mitigations to eliminate or reduce the impact to the Corporation and develops and recommends action plans to address and remediate identified control deficiencies and/or to correct deviations from policies, guidelines and procedures.
Manages issues of a politically sensitive nature using critical thinking, judgment and experience to find a solution.
Identifies and manages risk by ensuring due diligence, while reviewing and approving complex loan agreements, funding commitments and security conditions, and monitoring the quality of results.
Reviews and analyzes complex funding commitments and provides recommendations for legal contracts, funding strategies and advancing.
Supports the delivery of financial solutions related to Affordable Housing programs and works collaboratively with peers from other departments to achieve business objectives.
Ensures that controls are effectively designed to identify and mitigate key risks in advancing and cash management operations, provides evidence that they are operating effectively and develops and recommends action plans to address and remediate identified control deficiencies and/or to correct deviations from policies, guidelines, and procedures.

Minimum Qualifications:
Â
Undergraduate degree in accounting, finance, business administration, legal or commerce or in a related field.
Minimum of seven (7) years of relevant experience.
Expert knowledge in contracts, lending functions and funding processes.
Expert knowledge of NHS, legacy and Assisted Housing programs.
Understanding of mortgage loan insurance, real estate, financial markets and credit risk analysis.
Understanding of the implications of public policy and political environment on federal/provincial housing programs.
Good organizational skills, including project management and the ability to undertake and complete multiple concurrent tasks.
Knowledge of construction financing, contract management and the funding of the construction or renovation multi-unit housing projects.
Superior analytical and problem-solving skills.
Ability to persuade, influence and/or negotiate with others to gain acceptance of proposals or plans.
Bilingualism (French/English)

Preferred Qualifications:Â
Â
Real Estate Law, Certified in Real Estate Finance or Chartered Financial Analyst designations would be considered an asset.
