The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.
The OSC is the only securities regulator in Canada to create a dedicated Investor Office with an aim to achieve better investor outcomes. The Investor Office sets the strategic direction and leads the OSC’s efforts in investor engagement, education, outreach and research. The Investor Office also brings investor perspectives to the organization and contributes to important policy development. To support this work, the Investor Office uses research and behavioural science to test policy proposals and explore how emerging capital market trends are affecting retail investors.
The Investor Office is looking for a Senior Advisor, Policy to join the team and play an important role in supporting a range of initiatives to address key investor protection issues.
Reporting to the Manager, Policy and Initiatives, the Senior Advisor, Policy will develop investor-focused policy solutions, lead and support policy projects, provide thought leadership and support the branch’s oversight activities.
Key Duties & Responsibilities:
• Lead, or participate in, significant multi-disciplinary policy, regulatory and legislative initiatives that impact investors and investor protection, providing analysis and advice on complex legal and regulatory issues that often involve coordinating diverse stakeholders within the OSC and in other Canadian Securities Administrators (CSA) jurisdictions.
• Play a lead role in overseeing the Ombudsman for Banking Services and Investments (OBSI) and in supporting the responsibilities of the OBSI Joint Regulators Committee.
• Participate in projects that address challenging policy, regulatory and legal issues and OSC priorities.
• Provide investor perspectives, including advice and guidance on investor needs, to ensure policy projects and/or operational initiatives include detailed analysis and consideration of associated key investor interests.
• Identify areas of key investor concern, and recommend and initiate investor-focused responses.
• Provide strategic advice to the Manager and Director, and identify issues to enable sound strategic decisions on a wide range of policy and regulatory issues.
• Monitor investor protection thought leadership and initiatives in other markets, and relevant securities regulatory developments in Canada and internationally, and inform the Manager and the Director on developing trends and practices.
• Assess, and advise on, how securities law issues or proposals impact investors and investor protection.
• Engage and maintain good working relationships with internal and external stakeholders, including OBSI, investor groups, industry associations, market participants and other regulators.
• Make internal presentations to the Board of Directors and regulatory staff leadership, alone or with the Director, Manager or other Investor Office staff.
Who you are
• Lawyer in good standing with the Law Society of Ontario.
• Deep knowledge of retail investor perspectives, issues and stakeholders.
• A minimum of 8 years’ relevant securities/industry experience.
• Demonstrated success influencing, collaborating, mediating, facilitating and achieving balance where diverse views and interests exist, including with stakeholders.
• Superior interpersonal and communications skills, including the ability to communicate difficult concepts in a meaningful way.
• Highly motivated team player who is proactive and thrives in a dynamic environment of continually shifting priorities with multiple, concurrent deadlines.
• Extensive knowledge of the Ontario Securities Act, regulations, policy statements, rules and internal operating procedures.
• Demonstrated experience and success in championing stakeholder interests in publicly-visible, complex multi-stakeholder environments.
• Have developed or influenced public policy and regulatory initiatives.
• High level of business judgement, decision-making and problem-solving ability.
• Work well with individuals at all levels and across sectors and jurisdictions.
