Redwood Infrastructure stands at the forefront of telecommunications infrastructure, empowering the industry’s rapid expansion and evolution. We are looking for a Director, Procurement, Contracts and Business Development to support our Operations and Sales Departments. The Director, Procurement, Contract Management, and Business Development is responsible for strategic sourcing, contract negotiations, supplier management, and infrastructure expansion within Redwood Infrastructure. This role plays a key part in ensuring cost-effective, scalable procurement strategies that align with the organization’s growth objectives and industry demands. The Senior Manager reports to the COO and works closely with cross-functional teams, including engineering, operations, legal, and finance, to optimize procurement processes, maintain regulatory compliance, and develop revenue-generating partnerships.
Job duties / responsibilities:
Telecom Procurement & Contract Management
o Develop and execute procurement strategies aligned with Redwood’s network expansion goals, ensuring cost efficiency and supplier reliability.
o Lead high-stakes negotiations for fiber IRUs, dark fiber leases, ROW (Right of Way) agreements, tower leasing, and backhaul procurement.
o Manage vendor relationships and oversee RFP processes for tower construction, fiber trenching, and infrastructure deployment.
o Ensure compliance with CRTC, ISED Canada, and municipal regulations in all contract and procurement activities.
o Collaborate with engineering, Real Estate and network teams to ensure procurement strategies align with project timelines and deployment needs.
o Optimize contract lifecycle management, including drafting, reviewing, and enforcing SLAs, performance metrics, and risk mitigation strategies.
Strategic Business Development & Partnership Management
o Identify and develop partnerships with wireless carriers, ISPs, municipalities, and infrastructure providers to support Redwood’s growth.
o Negotiate long-term leasing agreements for tower hosting, fiber connectivity, and co-location arrangements.
o Collaborate with the sales team to align infrastructure procurement with market demands and expansion opportunities.
o Engage in government and private funding programs (e.g., Universal Broadband Fund, municipal broadband grants) to secure infrastructure development incentives.
o Evaluate M&A and JV opportunities to strengthen Redwood’s market position in telecom infrastructure.
Market Intelligence & Infrastructure Planning
o Analyze network expansion trends, tower leasing costs, and regulatory shifts to inform procurement strategies.
o Develop cost optimization strategies to improve ROI on infrastructure investments while maintaining network reliability.
o Implement forecasting tools to optimize supply chain management for network deployment.
Regulatory Compliance & Reporting
o Ensure compliance with telecom industry regulations and proactively manage contract risks and legal obligations.
o Prepare executive-level reports on procurement spend, contract performance, and network deployment progress.
o Travel to site locations and supplier meetings as required (up to 20%).
