This position performs in a fast-paced high energy team environment, leading a team in the management and oversight of all aspects of the administration of a complex Project Agreement, to support the project implementation on a large Light Rail Transit project. With minimal supervision, this position is responsible to develop and maintain excellent working relationships with the Project implementation team, Procurement Agent, Technical Advisor, stakeholders, and other client internal teams to administer the Project Agreement on behalf of the client. The incumbent is highly experienced in AFP / P3 project delivery methodology and the administration of complex Project Agreements, and Construction Contracts with the relevant qualifications. Minimum of 15 years of progressive experience within Transit or Major linear infrastructure Projects is preferred. The position also provides support to the client organization to assist in their development of Program best practices.
Manager level position with supervisory/lead responsibility over a group and functions as a team lead.
Accountable to the client Project Director, with matrix responsibility to Director of Program Management and Owners Engineer Program Manager
Manage, lead, and mentor a team of 15+ covering all contract administration functions including compliance, submittals, variations, claims, payments, and performance monitoring
Work cooperatively with all members of the integrated Project implementation team, Program Management and Program Controls teams, legal team, and advisors
Provide advisory to client and client stakeholders on issue strategy and general commercial management/strategy Support the client team on their capability development in Project implementation.
Identify, interpret, and communicate issues at a working and executive level in a pro-active and timely manner

The minimum qualifications for this position are:
Detailed understanding of contractual and commercial contract management
Ability to identify and implement creative and innovative solutions and proactive resolution of contractual and commercial issues
Ability to communicate project performance and contentious issues to Executive Management, highlighting potential liabilities and impacts
Ability to lead development of concise and articulate correspondence for project administration work
Ability to identify/evaluate project risks, and develop strategies to mitigate the impacts of identified risks
Proven negotiating skills and ability to positively influence/motivate team members
Project delivery using AFP/P3 methodology
Experience of working for both Agency and major contractor preferred
Knowledge of AFP/P3 risk transfer methodologies (with experience in transaction/contractual development preferred) Comprehensive knowledge of construction management, including experience with claims management
Qualifications:
The ideal candidate will possess the following skills and experience:
BS or MS graduate of relevant degree in construction management, engineering, or legal
Minimum of 15 years’ progressive experience
Comprehensive understanding of project agreements and contract administration
Good understanding and practical application of document management, and contract administration software
Previous experienced in lead role of PPP/P3/AFP Contract Administration
Previous experience in large ($500m+) transit or infrastructure project or programs
Relevant Associations or Memberships
